The following directive is being issued by a provincial safety manager in accordance with section 30 of the Safety Standards Act (the Act). It clarifies the requirements for obtaining and maintaining a contractor licence under the Power Engineers, Boiler, Pressure Vessel & Refrigeration Safety Regulation (the regulation) in accordance with the requirements of Safety Standards Act section 23.
Definitions
Licenced Contractor: a person who is licensed under section 23 of the Safety Standards Act as a licensed contractor to do regulated work in one or more disciplines specified in the licence.
Quality Control Program: a written manual that includes processes, procedures, and controls for maintaining compliance with regulatory requirements.
Specific Details
The following classes of contractor licence are established under section 60 of the regulation:
- A - boiler, pressure vessels, and pressure piping;
- Au - pressure vessels and pressure piping;
- Ap - pressure piping;
- B - limited capacity boiler, pressure vessels, and pressure piping;
- REF - refrigeration;
- SRV - safety valve and relief valve service;
- MA - manufacturing shop; and
- PW - pressure welding.
While the regulation establishes the various licence classes, it does not specify the detailed scope of work authorized under each licence class or the prescribed requirements to be met in accordance with section 15(b) and section 23 of the Safety Standards Act.
The respective contractor licence guideline listed below prescribes the requirements for each licence class, including but not limited to, the application process, detailed scope of work authorized under each licence class, and minimum quality control program requirements.

Terms and conditions
Pursuant to section 23(3) of the Safety Standards Act, the following terms and conditions are applicable to class A, Au, Ap, SRV, MA, and PW contractor licenses:
- The contractor licence is limited to the scope of work detailed in the accepted quality control program.
- All regulated activities performed under the licence must be done in accordance with the accepted quality control program.
- Quality control programs must be reviewed periodically for any changes that may affect the program. Required changes identified through the review process must be incorporated into the quality control program.
- Any updates or revisions to the quality control program must be submitted to Technical Safety BC for acceptance prior to implementation.
- Changes to the quality control manager designated by the licensee as responsible for the implementation and oversight of the quality control program must be reported to Technical Safety BC.
